Business owners are encouraged to share ideas of potential changes to Cabarrus County regulations during three "listening" sessions this month. The goal is to identify regulatory changes that may help increase employment and job growth. Organized by the Cabarrus County Council for a Sustainable Local Economy recommendations will be forwarded to the Cabarrus County Board of Commissioners. The three forums all start at 6:30 pm: Feb. 16, Kannapolis Train Station, 201 S. Main Street, Kannapolis; Feb. 23, Vintage Motorclub, 325 McGill Avenue, Concord; Feb. 28, Buddy’s Restaurant, 1470 S. Jan. 24 John Bradford, the owner of Park Avenue Properties in Cornelius, has been named business person of the year by the Lake Norman Chamber of Commerce.
Bradford, who is also a member of the town board in Cornelius, received the award at the chamber’s annual dinner last week. Matthew Hayes, principal at North Mecklenburg High School, received the Duke Energy Citizenship and Service Award , while David F. Peete, the principal planner for Huntersville, was named volunteer of the Year.
The new chairman of the chamber, Jack Salzman, president of Lake Norman Chrysler Jeep Dodge Ram, said the chamber would focus on “customer relations” with members and former members to ensure that all see value in their membership. Emphasizing that the chamber’s board of directors would “not be a puppet board,” Salzman stated: “In every thing we do as a board our focus must be always to benefit our community where we live, work and play.”

Lake Norman Transportation panel has broad agenda
NC will fund study of real estate development near North Line stops |

The Lake Norman Transportation Commission is pushing a variety of transportation projects, not just commuter rail from Charlotte to Lake Norman, according to Carroll Gray, the executive director.
The LNTC has more than a dozen projects and goals on its agenda, including managed lanes on I-77, new bridges across I-77 to promote connectivity in Cornelius and Huntersville and a new parkway running north-south from I-485 to Lake Norman, but east of NC 115.
The LNTC was instrumental in landing a $5 million grant from the Congestion Mitigation Air Quality Improvement Fund for HOT lanes - toll lanes for drivers willing to pay to drive on less congested lanes on I-77. The HOT lanes, however, would cost another $50 million to build. But Gray said congestion on I-77 ultimately affects commerce in Lake Norman.
“Widening and improving I-77, [provides] more relief than anything else we could possibly do with exception of rail, were funding available for rail,” Gray said.
Indeed, the North Line is just a part of the plan of work at the LNTC, which has helped unite the towns of North Mecklenburg and Mooresville to gain traction in Raleigh and Washington for transportation funding. Town officials from all four communities meet on a regular basis to strategize about not just funding, but the right transportation options for Lake Norman.
“The issue is how can we as a community come together to do what’s best for economic development, as well as jobs, which in large measure are prompted by investment in transportation options,” Gray said.
Highways have been the preferred transportation option of choice in North Carolina for years. But in the past decade urban planners have encouraged investment in rail, citing the possibility of intense development, which means new tax ratables around the stations.
“At some point there will have to be a multi-source strategy to build commuter rail from downtown Charlotte to Mooresville,” Gray said, pointing to the North Line’s estimated cost of $358 million prior to the recession.
Cost are critical, of course, as purse strings tighten. The federal government is looking for local sources of funding to be all but guaranteed before writing any checks. That said, new forms of financing including “value capture” can tap into the developers and land owners who benefit from transit improvements.
Value capture relies on presumed increases in private land values generated by a new public investment. Municipal revenue is captured through a geographically specific, land-related tax and/or fees to pay for public projects.
“We think the North Line deal is a winner not just from the number of passengers it will generate, but from the economic development it will generate,” Gray said.

The University Research Park (URP) remains a bright spot in office activity in the Northeast submarket. New statistics from the N.C. Secretary of State indicate North Carolinians gave less to charity in 2011 than 2010. However, the same report also indicates people supported the non-profits that got better returns.
The Charitable Solicitation Licensing Division Annual Report says that charities licensed by the state collected $26.7 million from North Carolinians during the 12-month period.
The 2010-2011 report shows that of the money collected, $13.2 million went directly to the charities for which the fund-raising campaigns were being conducted. That’s a 49.46 percent return to the charities for each dollar donated. |
